BIEK, Hyderabad Boards Suffer Due to Appointment Deadlock

KARACHI – May 23, 2025: The appointment of chairmen to Sindh’s two major educational boards—the Board of Intermediate Education Karachi (BIEK) and the Board of Intermediate and Secondary Education Hyderabad—has been put on hold, causing growing concerns over administrative inefficiency and its impact on students.

🚫 No Permanent Chairmen Yet

Despite the appointment of chairmen to six other educational boards in Sindh, these two top boards continue to operate without permanent leadership. Currently, both are being run on an ad hoc basis:

  • Ghulam Hussain Sahu, Chairman of the Karachi Matric Board, holds additional charge of BIEK.
  • Sohail Anwar Baloch, Additional Secretary of the Boards and Universities Department, holds temporary charge of the Hyderabad Board.

❗ Chief Secretary’s Orders Ignored

Sindh Chief Secretary Asif Haider Shah had instructed that chairmen must be appointed based on merit. When initial top-ranked candidates declined the roles, the department forwarded the names of lower-ranked candidates, which the Chief Secretary rejected. He insisted on re-advertising the posts to ensure qualified and deserving candidates are selected.

However, over two months have passed, and the posts remain unadvertised, leading to:

  • Violation of the Chief Secretary’s orders
  • Administrative delays
  • Negative effects on board operations and student results

📉 Consequences of Delay

The ongoing ad hoc management is reportedly affecting routine operations. For instance, BIEK has seen a decline in intermediate result ratios over the past two years. This led the Chief Minister to form a special committee, headed by Dr. Sarosh Lodi, to investigate. Following the committee’s recommendations, extra marks were awarded in Physics, Chemistry, and Math to some Karachi students.

Meanwhile, in Hyderabad, former Chairman Dr. Memon and Examinations Director Masroorzai were held responsible for issues in result discrepancies, and disciplinary action was directed.
